The proposal, outlined in a leaked blueprint discovered by Politico, suggests renaming USAID as the U.S. Agency for International Humanitarian Assistance (IHA) and embedding it within the State Department. Among the key reforms is the adoption of blockchain technology to secure and trace financial transactions, ensuring greater accountability and transparency in how taxpayer dollars are spent on international aid.

The document emphasizes the need to modernize procurement practices, moving away from traditional cost-plus, fixed-fee awards that pay out regardless of performance. Instead, the new system would tie payments to measurable outcomes, with blockchain technology used to track and verify the distribution of funds. This approach aims to reduce waste, prevent fraud, and ensure that aid reaches its intended recipients efficiently.

While the proposal outlines a bold vision for reforming USAID, its implementation would require significant statutory changes and congressional approval. The document suggests that these reforms could be achieved through the upcoming reauthorization process, positioning blockchain as a cornerstone of a more transparent and effective international assistance system.

Elon Musk’s Department of Government Efficiency (DOGE) exposed widespread fiscal mismanagement within USAID, highlighting initiatives that were either superfluous or detrimental to U.S. strategic priorities. Among the questionable expenditures were $1.5 million for workplace diversity programs in Serbia, $70,000 for a “DEI musical” in Ireland, and $2 million for gender reassignment surgeries in Guatemala. Equally troubling was the revelation of millions directed toward irrigation schemes in Afghanistan, which unintentionally facilitated opium poppy farming for heroin production.

DOGE’s investigation also took aim at USAID’s support for contentious ventures, such as a transgender-themed opera in Colombia and tailored contraceptive programs in several underdeveloped nations. Further probes uncovered that hundreds of thousands of meals were provided to Al Qaeda-linked militants in Syria. At the same time, millions flowed to Ecohealth Alliance, an organization tied to research at the Wuhan lab. These discoveries prompted the immediate termination of 83% of USAID’s programs, resulting in billions of dollars in savings.
